Board of School Directors approves 2017-2018 Final Budget with no tax increase

Keystone Oaks School District’s Board of School Directors approved the District’s 2017-2018 Proposed Final Budget during their Business/Legislative Meeting on Tuesday, June 27, 2017. The Final Budget, with expenditures totaling $41,937,262, allows Keystone Oaks to add teaching and counseling positions to meet students’ needs.

The budget is balanced without using any of the District’s fund balance and maintains the millage rate of 19.0771 mills. A median home in the Keystone Oaks School District valued at $114,000 will pay a property tax bill of approximately $2,175, before any exemptions.

Among the items included in the budget are funds for two new Advanced Placement Computer Science courses at the high school and a number of new positions, including:

  • Additional school counselor positions to meet students' needs, including one full-time counselor at Myrtle Avenue Elementary. 
  • The addition of both an emotional support teacher and an autistic support teacher at Keystone Oaks Middle School.
  • A transition coordinator for students in grades 7-12.
  • An additional math teacher at Keystone Oaks Middle School.
  • A part-time music teacher and a part-time art teacher at the elementary level. 
The largest increase in the budget is in the District’s contribution to the Public School Employee’s Retirement System, with an estimated $5.1 million in contributions in the 2017-2018 school year. A total of 5,446 Castle Shannon, Dormont & Green Tree approved Homestead property owners, who have filed Act 1 exception forms, will see a lower tax bill due to state gambling revenues. The $155.85 real estate tax reduction results in a larger decrease for qualified homeowners.
